e)  Commissioner of Public Safety;
f)  head of the Division of Comprehensive Emergency Management;
g)  chair of the Building Board;
h)  Director of the Governors Office of Planning and Budget;
i)  executive director of the Dept of Transportation;
j)  executive director of the dept of Human Services;
k)  executive director of the dept of Health;
l)  executive director of the dept of Environmental Quality;
m) executive director of the dept of Community & Economic Development;
n)  executive director of the dept of Natural Resources;
o)  representative of the National Guard appointed by governor with the advice and consent of the Senate;
p) commissioner of agriculture and food;
q)  the State Planning Coordinator;
r)  representatives from two statewide, nongovernmental service organizations appointed by the governor with the advice and consent of the Senate.
(g) two representatives with expertise in emergency management appointed by the Utah Association of Counties

The Commissioner of Public Safety shall serve as the chairman of the council.
