Requirements
The council shall consist of at least five but no more than 11 members who are appointed by the board, two of whom shall be blind or visually impaired, and two of whom shall be deaf or hard of hearing. Each member shall be appointed with due regard to his interest in and knowledge of the needs and eduction of those who are deaf or hard of hearing, blind or visually impaired, or dual sensory impaired.
