Requirements
The council shall be composed of the following members, appointed by the executive director: (a) not less than five employer representatives chosen from individuals recommended by employers, associations, or groups; (b) not less than five employee representatives chosen from individuals recommended by employees, associations, or groups; the employee representatives shall include both union and nonunion employees who fairly represent the percentage in the labor force of the state (c) five public representatives chosen at large. The executive director or designee shall be a nonvoting member of the council, and shall serve as chair of the council.
